Working Group on Cooperation in Emergency Assistance

The key priorities for BSEC activity in the field of Emergency Assistance are defined by Goal 17 “Cooperation in Emergency Situations” of the “BSEC Economic Agenda Towards an Enhanced BSEC Partnership”, adopted in 2012.

The main activities are carried out by the BSEC Working Group on Cooperation in Emergency Assistance, established in 1999, in order to promote regional cooperation in emergency assistance, which meets at least once per year. Five Meetings of the Ministers in charge of Emergency Situations and of the Heads of Emergency Services were held that adopted Declarations and Joint Statements serving as guidance for the activities in this domain.

 An “Agreement among the Governments of the Participating States of the Black Sea Economic Cooperation (BSEC) on Collaboration in Emergency Assistance and Emergency Response to Natural and Man-made Disasters”, was concluded in 1998 and ratified by the Parliaments of Member States.

An “Additional Protocol to the Agreement among the Governments of the BSEC Participating States in Cooperation in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters” aiming to the establishment of a BSEC Network of Liaison Officers on Emergency Assistance was signed in 2005.

The BSEC Working Group on Emergency Assistance focuses its activity on enhancing coordination among the BSEC Member States in preventing and eliminating the consequences of natural and man-made disasters; strengthening cooperation in implementing the Agreement among the Governments of the BSEC Member States on Collaboration in Emergency Assistance and Emergency Response to Natural and Man-made Disasters and its Additional Protocol; promoting the organization of regional trainings, seminars and scientific conferences. Within this framework, BSEC has created a Network of Liaison Officers on Emergency Assistance and 3 Ad Hoc Working Groups dealing with concrete areas of cooperation: the Ad Hoc Working Group of Experts in Seismic Risk, the Ad Hoc Working Groups on Massive Forest Fires and the Ad Hoc Working Group on Floods and Torrents.

A comprehensive Unified Database was created containing information on competent national governmental authorities, competent national operational authorities, regional competent authorities, National Liaison Officers, institutions and experts related to the emergency situations, preparedness and response in the Black Sea region, means and forces of the BSEC Member States available for international operations.

Ad Hoc Working Group on Massive Forest Fires

The Ad Hoc Working Group on Massive Forest Fires, according to its Terms of Reference is subordinated and reporting to the Working Group on Cooperation in Emergency and meets at its regular meetings at least once per year. The first Meeting was held in 2015. Besides meetings at the BSEC Headquarters, events of practical nature on emergency assistance such as seminars and trainings are organized in BSEC Member States.

Ad Hoc Working Group on Floods and Torrents

The first Meeting was held in 2015. Besides meetings at the BSEC Headquarters, events of practical nature on emergency assistance such as seminars and trainings are organized in BSEC Member States.

Ad Hoc Working Group of Experts in Seismic Risk

The key priorities for BSEC activity in the field of Emergency Assistance are defined by Goal 17 “Cooperation in Emergency Situations” of the “BSEC Economic Agenda Towards an Enhanced BSEC Partnership”, adopted in 2012.

The Ad Hoc Working Group of Experts in Seismic Risk, according to its Terms of Reference is subordinated and reporting to the Working Group on Cooperation in Emergency and meets at its regular meetings at least once per year. The first Meeting was held in 2014. Besides meetings at the BSEC Headquarters, events of practical nature on emergency assistance such as seminars and trainings are organized in BSEC Member States.

One project in the field of seismology was carried out financed by the BSEC Project Development Fund. Another project was proposed by a Member State and co-financed by the recipient Member State.
